ROME, ITALY / RankWire.AI / – Italy has committed €1.55 billion to fund 59 water infrastructure initiatives across 17 regions as part of its national recovery plan. The Ministry of Infrastructure and Transport finalized the full distribution in less than four months. These funds will support aqueducts, water networks, and related structures to boost efficiency, safety, and dependability. This initiative expands investments in a sector under ongoing pressure from water losses, droughts, and infrastructure upgrades needed nationwide.

Southern Italy will benefit from around €830 million, which accounts for 53% of the total allocation. This exceeds the 40% minimum set for southern regions under the recovery plan. Project beneficiaries will contribute approximately €683 million in additional funding alongside public investments. Together, these resources push the total program investment beyond €2.2 billion. The projects aim to enhance water management and reinforce infrastructure serving local communities and economic sectors.
Funding is channeled through SFNIISSI, Italy’s national financing tool for infrastructure investment and water-sector security. The government launched this instrument in February 2026 within the framework of the country’s PNRR recovery plan. Applications, grant awards, and monitoring are managed by Invitalia under an agreement signed in April. Initially, the fund had €1 billion from NextGenerationEU resources. In August, an additional €576 million was allocated for water projects as part of a broader revision of recovery-plan spending.
Focus on efficiency, safety, and reducing network losses
The water fund supports companies and public agencies involved in managing Italy’s water resources. Grants can cover up to 90% of eligible costs for efficiency upgrades and safety improvements. For projects that reduce water losses through digital solutions, support can reach 85%. Applications opened on May 6 and closed on June 8 after officials extended the deadline. The program emphasizes infrastructure that enhances water use, network performance, and system resilience.
Italy structured the fund to back projects already identified in national water infrastructure plans and other priority works. The allocation includes funding for aqueducts, distribution networks, and systems that improve water supply security. Officials finalized distribution after reviewing applications submitted during the spring funding window. The additional beneficiary financing increases the total investment beyond public funds alone. Altogether, the €2.2 billion-plus package combines government resources with project co-financing.
Building on Previous PNRR Water Initiatives
This latest funding follows earlier PNRR investments in key water infrastructure. By July, Italy had completed 48 water systems under another recovery-plan measure, surpassing the target of 45. Among these, 37 were classified as complex. Authorities also reported finishing 79 individual projects carried out by 52 managing bodies. Around €1 billion from PNRR resources financed 124 projects, including reservoirs and water supply systems for drinking, irrigation, and mixed uses nationwide.
Of the 48 completed systems reported in July, 25 mainly serve irrigation, 20 support drinking water, and three have mixed functions. Italy has also programmed and financed more than €6 billion in water-sector projects through its broader infrastructure plans. The new €1.55 billion allocation adds another 59 projects to this national effort. With all resources now allocated under the expanded fund, the focus has shifted from application and award phases to project implementation.
