This agreement concludes detailed technical and financial negotiations that began in January 2026. It marks a significant milestone by transforming the EU’s multi-billion-euro satellite communications project from a concept into full-scale production. The upgraded design enables faster launch schedules and offers verified, tamper-proof connectivity for government and military users.

According to the updated contract, the primary satellite network will expand from 282 planned orbital units to 348 operational spacecraft. The new network integrates 330 satellites in higher low Earth orbit and 18 in medium Earth orbit. Optional orbital positions are kept for specialized mission needs. The implementation agreement sets clear deadlines for satellite manufacturing, launch procurement, secure ground segment development, and operational connectivity services. The initial satellite launches are scheduled for 2029, providing participating member states with early sovereign connectivity shortly after.
The decision to enlarge the satellite constellation responds directly to rising security concerns and evolving defense requirements across Europe. The baseline satellite hardware will receive technical upgrades, and an additional layer of 66 low Earth orbit satellites will serve defense forces, national security agencies, and emergency responders. Technical assessments show this expansion will boost secure government communications capacity by 60 percent within EU territories and by 54 percent worldwide. This will enhance regional capabilities during complex emergencies and critical infrastructure crises.
EU Commission Executes Contract to Broaden IRIS2 Satellite Network
The SpaceRISE consortium, responsible for core development and 12 years of operational management, includes major European satellite operators such as SES, Eutelsat, and Hispasat. The public sector works closely with the European Space Agency, which provides engineering support and launch coordination. Manufacturing involves a wide network of European aerospace companies, including Thales Alenia Space, Airbus Defence and Space, and OHB, along with telecom providers Orange and Deutsche Telekom.
Funding for the expanded infrastructure combines public-private partnership models, drawing from EU funds, national contributions, and private investments from the consortium operators. Member states have started assigning financial commitments for long-term deployment during the 2028-2034 budget period. Poland has allocated 656 million euros, Hungary has committed 500 million euros, and Spain plans to invest between 1.6 billion euros and 2 billion euros, with additional national funding negotiations ongoing.
Technical Improvements Will Increase Secure Government Communications by 60 Percent
The upgraded network will also serve non-EU nations such as Norway and Iceland through special agreements. As the third major space project of the European Union after Galileo and Copernicus, IRIS2 aims to provide secure, tamper-proof communications for public authorities. It will help bridge digital divides in remote areas. The network will use encrypted military-grade standards across dedicated spectrum bands to safeguard critical infrastructure from cyber threats and physical disruptions.
Once manufacturing ramps up across European facilities, the European Commission and SpaceRISE will oversee phased deployment milestones, leading to initial orbital tests. This agreement ensures the EU will expand IRIS2 to strengthen strategic autonomy.
